Thanks for the question, you've reminded me to document this. After much experimentation, the current formula for the "controversy score" is:

(lower of upvotes/downvotes) cubed, divided by (higher of upvotes/downvotes)

This score maximises when the numbers of upvotes & downvotes are similar, and when there are a lot of votes in total. Have added the score to this post, and will include it in future.
