Instagram used to have before the "Map" option which automatically placed the pics in a map with the GPS coordinates. They removed that feature around October 2016 (it was very easy to see where people lived) but older versions of Instagram might still be able to see where the pic was taken. Someone would need to be allowed as a Follower by Alefantis though, not sure any of us has that privilege :D

It's standing for the big trees, so should be most in front object on picture on that location and more clear imo. There could be multiple camera, spotlights. Could be just a lamp.
Because of the stairs, my first thought was on a hill now I think it' could also be the back (no door) of a beach house. The reflection of the sun on the water makes the bright background.
Seriously, what's Jimmy Comets obsession with panda and #cumpanda. We really need to find out what this is about . It is mentioned very frequently among he and his friends. May be key . May be code like in Podesta emails.

The only thing I can add is the steel hand railing is something you see in a city versus suburbs or country. From the little detail you could see with the structure, it is brick and would not be out of place in DC. Also, the deciduous trees would be consistent with the region. I tried Google image search - nada. I would assume no EXIF data in the original photo...long gone.

TThe metal hand rail is odd. It might suggest it is not a private residence. The size of the building does suggest it could be private though. I would say it's a private residence on a much larger compound, possibly an institution. The fences are different on each side. The one on the left would suggest it is for keeping in smaller animals. The fence on the right appears to cover a large chunk of land. The handrail and the concrete steps suggest an institution. The fences suggest they have a farm.
The metal hand rail strikes me, because it detracts from the charm (unstylish), and because it's in such good condition, as are the fences. Upkeep on these kinds of structures can be a real bitch. Someone needs to get busy with a string trimmer though.
We must remember that during the construction era this house would be consider a huge mansion, similar to the Whitehouse, which by todays standards isn't very big at all.
Let me add that I think it looks like the second floor doesn't have "enough" windows. Why such a large chunk of wall-space/bricks? Maybe so that no one can see in OR out? #thinkingoutloud
EDIT: What about that psychiatric hospital in Newtown, CT (Fairfield or something). Isn't Newtown is a CIA town?
