Nope, there is no way to search for sealed indictments or search warrants. PACER only reports case files. You count the number that are sealed, but there is nothing in the information you get back to tell you whether it's a warrant, indictment or something else. It only tells you it's a case file, that it's under seal, and that it's either pending or closed.

The location is the Federal Court District where the sealed cases are located, i.e. "Southern District of Illinois," etc., which is a geographic area within that State.

If it's an indictment, then the indictment is generally issued where the perp resides or where the crime took place.

If it's a search warrant or court order for a wiretap, those orders can be issued by other jurisdictions that are involved in the case but not necessarily where the perp is located. The person/organization being searched usually has to have some kind of connection to that jurisdiction, but that doesn't mean the person/organization is located there. Apple is headquartered in the Western US but routinely deals with orders from East Coast jurisdictions because of its nationwide contact (people in every state use iPhones).

Looking at the geography won't be definitive but it might unearth a few good nuggets.

I'm simply going by probability. The math more or less breaks the scale in favor of Q being legit.   1. It means the activity in that file number is concluded. Those are almost certainly searches. There's a number of possible reasons why it's still under seal, but the most common are either a) that the search is finished but the warrant included language placing it under seal until the indictment is made public in order to keep from tipping the defendant(s), or b) no evidence was found for something really squeamish like CP, and the court determined that the indictment should remain sealed for a LONG period (but not forever) to prevent the person suspected of being subjected to unfair public reaction.
  2. The 50-60k sealed case files are not all in DC. That # is the total of all sealed cases in every district in the US combined (with the exception of a district in GA, where their PACER system doesn't cover that kind of search.)

Pretty much my thoughts. Usually you don't get a warrant/order to conduct electronic surveillance without a trainload of good evidence to support doing so.

Search warrants ROUTINELY issue under court case numbers before any indictment is filed. HTF do you think cops get the evidence to show probable cause to indict in the first place? You don't indict first, search later. Dumbass.

And EVERYTHING that a court does has a case file. Otherwise court actions would exist outside of due process because no one but the court and government would know anything about it.
