I registered with pacer.gov and did the same searches as Stormwatchr and I got the same results.

This is the PACER search that Stormwatchr performs...

...It's a search for Court Sealed Criminal Cases and you can't have a criminal case without at least one indictment.

Also, Q repeatedly and correctly refers to these as sealed indictments, see Q post 1746 for example.
