You are using the wrong terms. False flag is when an entity kills and blames on those they consider their enemy, or somebody they want to demonize. A hoax is when they say something happened that did not happen, something they staged themselves, Think PG shooter. So was this an assasination attempt, false flag or a hoax? I haven't looked into it, but I can't think of why they would fake trying to kill somebody, to make us think they the tried to kill somebody.

No one complaining about MF has posted any evidence of their claims, nor have I seen evidence he "abuses power". I have seen him remove BY FAR the highest quantity of shitposts that ignore the submission rules. You can read my opinion on this in detail in the recent thread on the subject in v/ProtectVoat.
MF sowed no dissension. Butthurt users who would rather bitch to each other about having posts removed and blame the mod than repost them in accord with the very clear submission rules developed by the community (i.e. with evidence linked and a clear explanation of how the post is directly related to pizzagate) are the ones sowing dissension. And they have been doing it from day one.
As for the HOT button -- I believe it is driven by the number of comments as well as voats. That would be a good question to post in v/voatdev. One thing I can tell you is that it is currently very buggy, as these posts in VoatDev explain:
