You may have read about the property that CASTELLUM ACHILLES LLC of James Alefantis bought (img) in 2014. The address of the property is a bit strange due to the cadastral situation here, it is sometimes referred to as 3516 REAR, 3518 REAR or 3518 all at 11th Street NW in DC (osm, streetview).
On google maps a placemark names it PEGASUS which is categorized as a MUSEUM (img, link).
This was likely added by Alefantis (img) who also reviewed it (img).
Earlier I found out that Valerie Wiseman is working with Alefantis on PEGASUS (and Comet and Buck's) (http://vwiseman.com/new-page/, archive).

Take a look at the second to last picture in profile cache #2, which was taken 1w ago on oct 21 with description 'Peeking': img, archive.
The houses on this picture are located on the street where the alley leading to the property starts: google maps.
Which confirms that Wiseman has been there recently and that PEGASUS is something that is actively being pursued at this location.
ps. I can't get the google caches on archive.is but have saved the webpages locally, is this possible?

Pure speculation here, but what if the playground is used for drop-off/pick-up of children. The area can be overseen from the second floor of building in question and there is even a gate leading from the back of the playground into the alley.
