I'm not sure Trump will fix all this as everyone hoped, but I've read that quoted section before presented as proof that Giuliani is complicit. That may be the case, or given that part of the theory is there are many high level players, it may be that he wasn't able to prosecute anything meaningful for reasons outside his own control. Some people try hard and fail. Some people are just plain old corrupt or obedient, without being pedos. His unsuccessful prosecution is not conclusive proof of collusion.

I hear you. I thought about that after I posted. Bargaining overcame me to think of reasons why he failed to prosecute and you're probably right. The players are just too big. Which made me come to the next obvious conclusion. All 100,000 employees in the Judicial branch probably feel the same way. It's a free for all and that's why things in the world are the way they are.
