I'm not sure Trump will fix all this as everyone hoped, but I've read that quoted section before presented as proof that Giuliani is complicit. That may be the case, or given that part of the theory is there are many high level players, it may be that he wasn't able to prosecute anything meaningful for reasons outside his own control. Some people try hard and fail. Some people are just plain old corrupt or obedient, without being pedos. His unsuccessful prosecution is not conclusive proof of collusion.

Trump could be yet another puppet. No one gets behind that desk w/out some serious point(s) of leverage. Giuliani was Assoc. AG under Reagan (read: HWB), in charge of DOC, DEA and US Marshals... he stoody by as Cheney + co. destroyed NYC on 9/11. He's as crooked as they come.
