The Stargazer aircraft has a maximum altitude of 42,000 ft, but the payload is typically dropped at 40,000. Not just for this satellite, but all of them that are launched this way.
A height of 40,000 feet is about 4% of the way up to low earth orbit. 40,000 is still in the atmosphere, where no satellite can be. The Stargazer drops a Pegasus rocket, which takes it up to the final orbit. The Pegasus is designed to begin it's flight at 40,000 feet.
