I learned something interesting about why they put blood in cement. Blood has hemoglobin in it which makes the cement stronger. Some people have more hemoglobin than others because they live in an area of higher elevation. Denver the Mile High City is such a place. Cemex has built a Distribution Center there and also a RR spur for direct delivery to their Denver location. Someone brought up that Rail Roads may have been used in trafficking. We also see that there is a RR backing up the the Detention Center that Sen. Merkley visited the other day. I find this Very Interesting.

The word "concrete" is code for the order of Freemasonry. Stone masons use concrete in their work. So, when you hear these uber elite use the word "concrete" they are referring to Freemasonry.
If they say we must take "concrete steps to do XYZ" it refers to the Ladder Of Freemasonry. Concrete = Freemasonry. If you look at these pictures these are the "concrete steps." See the steps? The ladders?
The Pope uses the word "concrete" a lot because he is a Freemason.
When they say "we must take concrete steps to do xyz" they mean harness the power and influence of the Order Of Freemasonry to accomplish their goals.
More literally speaking the "steps" or "rungs in the ladder" are the Degrees Of Freemasonry. As an a apprentice Mason transcends upwards through the degrees he gets closer to the "light" or the "Sun" and the the "light" is a metaphor for the truth.
Given the excellent thread by @13Buddha regarding that patent for mixing blood into concrete, its entirely possible that Cemex could also be involved in body disposal methods for murdered children.
