Hmm, regarding "concrete" pope (Francis) quotes, there are quite a few. Just search pope concrete quotes, and ye shall find.

Abuse Survivors Demand Concrete Action After Pope Admits His ‘Serious Errors’

So he comes right out and says it. But then there is this too.

Tim Lennon, president of the Survivors Network of those Abused by Priests (SNAP), told HuffPost that he is waiting for the pope to take concrete action, and not just offer expressions of “thoughts and prayers.”

SNAP? He said it too. Tim Lennon.

Also in the article the pope asks the Victims to forgive. FORGIVE? I can't even.

Well, but then to say 'concrete action' makes sense. I'm pretty sure he said it without double meaning, and without even knowing it has a double meaning.

I know. That is what I am hoping and thinking. They have protected and been helping Victims for decades. I just wanted to add it. For record's sake. Considering though who it is, it takes on an entirely different meaning which is also the proof of the pudding. The fact that the pope has used this over and over puts it in an entirely different light.
