Researching The Shriners and The Royal Order of Jesters it appears that both orders are controlled by an exclusive branch of the Jesters named The S.O.B.I.B. The Arabic title translates as The 'Order of Brothers in Blood', the 'S' for 'Secret'
With only 254 members in 2008, this handful of men are said to dominate both the Jesters and The Shrine.

I have done some research on quite a few of jesters in Florida, got to the letter "M". It is pretty rough form now, as I just copied stuff into word document. I can post them ...what I found ....here, if you would like. Wasn't sure this post was still active or you were going to make a new post.
Also, I did find a way to come up with a few more names that may not be on roster. I googled/binged "'obit' or 'obituary' and 'Royal Order of Jesters' or 'ROJ" and a state. They are pretty proud about their membership. Not all, but many of the obits have condolences left by other ROJs. It was so easy to get sidetracked.

California preliminary analysis. Contains theories based on my findings.
There seem to have been 6 cities where every single member's lodge was from: Los Angeles, Long Beach, San Diego, San Francisco, Sacramento, and Fresno.
Of these, 4 of them (not Sacramento and Fresno) were near major ocean ports. At least 3 of these cities have an airport (does Sacramento have an airport?). It would be logical to have blackmail operations related to sex trafficking near places where "the goods" are distributed such as ports.
The Los Angeles lodge is also close by a major front in pizzagate: Hollywood. Therefore it would be really logical to have a blackmail front in Los Angeles along with the trafficking routes.
Since government officials must be blackmailed to keep them in line, it would be logical to have a base of operations near California's state capital of Sacramento.
The Odd Duck according to my theory is Fresno. Then again, I do not understand that city very well so there could be something I'm missing.

Your inquiry provided me with an answer to something that was bugging me.
"Why so many of these people centered around specific cities like San Francisco, Long Beach, Los Angeles, Oakland, and Hunington Beach.
Answer: Their commonality is their lodge number. Ergo, those specific lodges are the groups base of operation. Every single lodge they're connected to needs to be investigated further.

I'm in the heart of cali and there is so many nefarious things going on . For instance there is a Baptist church behind my place of business that is allowing a man and his wife and their daughter to live in a broken down looking motorhome on the street directly in front of the church . I have been recording his abusive speech towards his daughter and have witnessed several screaming matches amongst the family. he looks like a pedo and I have a very susp. feeling here. I will keep watching him and documenting.

Oh believe me I am ! I need full video proof though. I've already been down that CPS road with a relative . And it goes much deeper because OC CA is corrupt and gave 50% custody of a 4 Y old relative to his drug attic , fully satanic mom who is envolved with a certain OC congressman . She gets out of fraud and all kinds of nefarious crimes . I'm ready to dox her fully with her phone number etc since she brags to my relative that she has friends in high places and will take him down at no cost . I know . I have no solid proof because she's a snake and a good liar ! Her phone number doesn't even say that it's hers , it belongs to some man who works in hotel hospitality in San Diego ca . Which explains her ability to stay in different hotels all the time . I chased her once in my car (safely) because my relative was in the front seat and She lead me to a place ( banquet hall ) and got out of her car and left kid in car while she ran up to these double doors and they were locked! So she panicked and ran back to the car and there I was , pulled up next to her .She screamed at me accusing me of trying to run her off the road .( not even) The reason I was trying to conspicuously follow her was because the little kid told me his mom made him ride on the floor board of the 2 seater car ! Not in a car seat or seatbelt even ! and then pick up the 11 year old around the corner . she tried to slam on her brakes with kid in the front seat of her car ! I called 911 reported her reckless driving literally followed her for 15 more min on the freeway talking to 911 and then after all the time on the phone, gave her license plate # car make etc. told them she was on drugs . ( it was obvious ) kid in car reckless driving etc so they told me to stop following her and someone was on the way . So I did !! And I called them back 1 hour later and they said they couldn't find her! Such a joke , when I was able to keep tabs on her myself and then they tell me to stop following her!

Amazing find! I found in the roster a man who lives only 2 or 3 miles from my home! The published addresses may or may not still be accurate, with 9-years since printing, but I'm definitely digging further on that guy.
It looks like the S.O.B.I.Bs are also listed with reference to Masonic Lodge they belong too, so I plan to learn more about the Lodge too, though it's in a different county.

Okay, so I see that John M. Hall created SOBIB in 1979, but then was succeeded as its "ZAIM" in 1980. It is possible that this is the John M. Hall buried in Turlock, California, since he too died in 1980. Someone with access to the full services of BillionGraves.com might figure out more.
EDIT: There are a lot of John M. Halls, and this might not be the guy. But I found another John M. Hall, still alive and 102 years old, living in Indiana. He would have been 65 back when SOBIB was founded. Interestingly, 14 current members of SOBIB are from Indiana, which is about three times as many as one would expect. There's also a Master Mason named John M. Hall Jr. living in North Carolina, who is mentioned in an article about Freemasonry here.
Also, it is interesting to me that there is a document entitled "History of the Royal Order of Jesters," published in 1979. You can find a reference to it here, and again, if someone were to pay for full access to the PDF, we might learn more.
Why 1979? Why John M. Hall? My hypothesis is that SOBIB was created at that particular moment to tighten control of illicit activities within ROJ and the Shriners. Briefly, my reasoning is: Senate Anon mentioned George H. W. Bush several times. The 1970s were a bad time for the CIA and for Bush Sr. The Church Committee was uncovering all kinds of suspicious stuff, not only about the Kennedy assassination but about the CIA's many wretched activities since then.
It's not a fantastic lead, but there must be a reason why SOBIB was created at that particular moment (given that ROJ dates back to 1911).
EDIT #2: I think I've found a clue on the TaxExemptWorld site (thanks to @Piscina for the link). The Jesters operate 192 distinct non-profit corporations with variations of that name, presumably one per chapter although I haven't checked that. As Piscina noted, the vast majority date from Dec 1941, and nearly all of the rest date from the 1970s. Specifically, there are 27 that were formed in Dec 1978. I think this explains why SOBIB was created in 1979. I don't know exactly what was happening but the dates are too close to be coincidental.
