Researching The Shriners and The Royal Order of Jesters it appears that both orders are controlled by an exclusive branch of the Jesters named The S.O.B.I.B. The Arabic title translates as The 'Order of Brothers in Blood', the 'S' for 'Secret'
With only 254 members in 2008, this handful of men are said to dominate both the Jesters and The Shrine.

Your inquiry provided me with an answer to something that was bugging me.
"Why so many of these people centered around specific cities like San Francisco, Long Beach, Los Angeles, Oakland, and Hunington Beach.
Answer: Their commonality is their lodge number. Ergo, those specific lodges are the groups base of operation. Every single lodge they're connected to needs to be investigated further.

Looking at the Canadian members, there are 16 members from 3 lodges -

The question I have is, are these Masonic, Shrine, Jester or SOBIB lodges? I searched for London #56 Masonic Lodge, and Las Vegas #181 with very little results. LV181 appears to be a Shriner's lodge. Going to look more obviously.
Also, why so many members from Texas and California? Canada is also very well represented.

Just made a preliminary analysis post with my theories. Maybe there's something similar going on in Texas.
Such an analysis would best be done by a Texan since they would k know the area.
