Okay, so I see that John M. Hall created SOBIB in 1979, but then was succeeded as its "ZAIM" in 1980. It is possible that this is the John M. Hall buried in Turlock, California, since he too died in 1980. Someone with access to the full services of BillionGraves.com might figure out more.

EDIT: There are a lot of John M. Halls, and this might not be the guy. But I found another John M. Hall, still alive and 102 years old, living in Indiana. He would have been 65 back when SOBIB was founded. Interestingly, 14 current members of SOBIB are from Indiana, which is about three times as many as one would expect. There's also a Master Mason named John M. Hall Jr. living in North Carolina, who is mentioned in an article about Freemasonry here.

Also, it is interesting to me that there is a document entitled "History of the Royal Order of Jesters," published in 1979. You can find a reference to it here, and again, if someone were to pay for full access to the PDF, we might learn more.

Why 1979? Why John M. Hall? My hypothesis is that SOBIB was created at that particular moment to tighten control of illicit activities within ROJ and the Shriners. Briefly, my reasoning is: Senate Anon mentioned George H. W. Bush several times. The 1970s were a bad time for the CIA and for Bush Sr. The Church Committee was uncovering all kinds of suspicious stuff, not only about the Kennedy assassination but about the CIA's many wretched activities since then.

It's not a fantastic lead, but there must be a reason why SOBIB was created at that particular moment (given that ROJ dates back to 1911).

EDIT #2: I think I've found a clue on the TaxExemptWorld site (thanks to @Piscina for the link). The Jesters operate 192 distinct non-profit corporations with variations of that name, presumably one per chapter although I haven't checked that. As Piscina noted, the vast majority date from Dec 1941, and nearly all of the rest date from the 1970s. Specifically, there are 27 that were formed in Dec 1978. I think this explains why SOBIB was created in 1979. I don't know exactly what was happening but the dates are too close to be coincidental.
