On 11 July 1941, William Donovan was named the Coordinator of Information, which subsequently became the OSS. At first, there was a unit called the Foreign Information Service inside COI, headed by Robert Sherwood, which produced white propaganda outside Latin America.[15]

To deal with some of the bureaucratic problems, the Office of War Information (OWl) was created with Elmer Davis as director. FIS, still under Sherwood, became the Overseas Branch of OWl, dealing in white propaganda. The OSS was created at the same time. Donovan obtained considerable help from the British, especially with black propaganda, from the British Political Warfare Executive (PWE), part of the Ministry of Economic Warfare. PWE was a sister organization to the Special Operations Executive, which conducted guerrilla warfare. The British Secret Intelligence Service (SIS, also known as MI6), was an essentially independent organization. For the U.S., the OSS included the functions of SIS and SOE, and the black propaganda work of PWE.

MI9, the British Directorate of Military Intelligence Section 9, was a department of the War Office between 1939 and 1945. During World War II it was tasked with supporting available European Resistance networks and making use of them to assist Allied airmen shot down over Europe in returning to Britain. MI-9 infiltrated agents, usually by parachute, into occupied Europe. These agents would link up with a Resistance cell and organize escape-and-evasion efforts in a particular area, usually after being notified by the Resistance of the presence of downed airmen. The agents brought false papers, money and maps to assist the downed airmen.

MIS-X was a section of the United States Department of War that operated during World War II. It aided U.S. servicemen held as prisoners of war and those evading capture in enemy territory. The section, which was modeled after the British MI9, was disbanded at the war's end.

Secret equipment such as small compasses, maps, and radios were smuggled into German prisoner of war camps; to avoid compromising legitimate aid organizations like the Red Cross, MIS-X invented its own aid organizations and created aid packages from these, in which secret items were hidden.

Ogilvy was the cousin of the Angus Ogilvy, the patron and partner of Tiny Rowland in Lonrho (London-Rhodesia Ltd.), the British intelligence proprietary responsible for orchestrating numerous civil wars in Africa in collusion with the WWF. Angus Ogilvy’s wife, Princess Alexandra, is the cousin of the Queen. Princess Alexandra recently succeeded Prince Philip as president of WWF-U .K. Some of the WWF’s first staff were drawn from Ogilvy and Mather.
