Given the likely date, location and event, I'd say this is the 28th Annual DC Adoption Day at Moultrie Courthouse - 500 Indiana Avenue, N.W. - 3rd Floor Atrium on November 22nd 2014.

There were 30 children adopted that day. Barrows was probably there. Can we find out why?

There should be videos and other pictures of the event...should be easy to spot the ninja turtle, hippo and princess elsa characters for confirmation.
