Define good reputation mathematically, inside of a month you'll have bots that built up good rep to a couple of dummy accounts and the noise will continue. That's basically what they tried doing with the downvoat system and it failed spectacularly. The ultimate issue with any anon board will always be noise.
Good rep...why doesn't anyone go have a look at Kevdude's post history which is 99% complaining about moderation? and accusing others of being shills. After some odd interaction with said submitter I'm less comfortable with it being a mod here than I was before. I'm on some shill list and being accused of having 100+ other accounts. This is not the behavior of any responsible mod.

Beyond the scope of this platform. The best you could do is create your own subverse, (don't know if this one is a feature here, haven't messed with the mod tools) lock everybody out of posting, then pull in articles from other places. As you see the quality of the posters and patterns of who does well you invite them to post on your thread, or hover over their accounts pulling in new submissions. This all requires a ton of work because the platform is a discussion forum, not designed in the least for peer review (other than upvoats, and downvoats)

Another idea is to allow people to contribute only if they have a good reputation here. There is way too much noise, still.
