Spirit cooking isn't eating real people, it's done with simulated bodies made of cake or meat, etc. In many instances they use partial simulated bodies, which is the part that gets eaten, and a paid actor with their head and sometimes limbs animated. There are also instances where actors are covered in foods or simulated bodily fluids. But that's not to say actual cannibalism doesn't happen, I just don't think that's what Q is pointing out. Moreso the ceremonial part that is spirit cooking.
