Thanks for your vital question. Yes, it is an 'Open Source' project. People are free to collaborate on it and contribute code. It is better than that, actually, as Aether is released under the AGPL (like the GPL, but with stronger support for Freedom).
For a communications platform, I think you must insist on a Free as in Freedom licence.
