You know how house in Texas are submerged in several feet of water? Where do you think the water came from? It's hardly a conspiracy, the water is coming back already according to other comments
Or, you and your friends conspired to not pay attention in science class. Hurricanes are huge. They have lots and lots of energy. Like, a metric-fuck-ton (proper scientific term) of energy. This energy is strong enough to cause the ocean to change its levels because it is, you know, fucking huge.
Also, tides and aliens. Yeah, aliens. It was water sucking aliens and they have stolen some of our ocean. The government denies this because they don't want people to panic. Or, it's just normal hurricane behavior exacerbated by the tide.
Yeah, the same thing happens when you're siphoning gas out of somebody's car. The pressure and gas levels need to equalize.
Edit: A low pressure system causes a sucking effect on the water Which might cause the water to rise 10 ft, also called storm surge. Then again, I'm not sure a difference of a few hundred mb is enough to cause a water head of 10 ft. Yet, at the same time, we're dealing with a hurricane that has a noticeable vortex effect and vortices have been shown to suck a lot more than it should. So it might be likely.
Edit 2: It has more to do with the high winds. The low pressure contributes a little, but it's mostly the winds flowing in a circular pattern that causes a build up of water closer to the eye.
The ominous-looking occurrence was in fact caused by a combination of low tide, low pressure and strong winds in the right direction, which literally pushed the water away from the long narrow bay. The phenomenon has been dubbed “reverse storm surge” by some of those explaining it online.
Watched a video yesterday of some guy who patented hurricane creation and control technology. It's a real US patent. Not that I necessarily think it's being used but they've thought of it.
