My uneducated guess from many moons of experience running network crap is that PIA and Putt are running test code on the live DB for ways to mitigate DDOS attacks of this type.
From a purely business related point of view, Voat is the perfect test site because it isn't a "critical" system of any sort and were they to figure out a way to counter the assault, it would be a huge win for PIA as a company because it's something they could roll out anywhere. If I had to guess, it would probably have something to do with distributed server networks across PIA's already global VPN system.
And if I were @putitout, I wouldn't say a word for two reasons: 1) it would ruin whatever work is being done on the back end by letting the cat out of the bag, and 2) Voat users are a bunch of paranoid assholes, partly because the dissident right has to be paranoid and partly because of infiltration into the Voat userbase, but also because Voaters are ungrateful assholes.
Again, just a theory, but a theory based on Putt's mysterious last post about "rough times ahead".
