I wish there was more transparency for this, like actual logs of what they did and what the proof is.
As one of the people on that list, I have no idea what the fuck is meant by "vote manipulation." Yes, I had a backup account, and good fucking thing too, since voat is "invite only" at the moment. I certainly haven't used the accounts in concert (ie, upvoting posts from one with the other). Go ahead, check @WhiteMatter's post history, see if that looks like the comments of someone who was subject to systematic downvoting or whatever.
So I honestly have no idea what the fuck the algorithm they're using is, but at the moment it seems fucked.
To be fair though, if people know too much about the inner workings of an algorithm, people will game the system or severely bend the rules but not break them.
You are correct that in the interests of transparency people want to know why someone was banned.
