If you got a code from Putt for a free VPN, I wouldn't use it. Just shell out for a better one, it isn't worth the risk.
The VPNs are controlled by those guys much more locked down. If you get unlucky, it happens on tor. There is no getting unlucky on VPN, you are garunteed to not only get tracked by them, but become more of a target for standing out. You're best bet is to get a burner 4g hotspot and combine that with tor. TOR exit nodes don't matter, it only takes 1 untraceable middle node, the exit node won't know where you come from.
However, because the big eyes control all the ISPs, they can correlate the exit node, entry node and even middle nodes by just logging the ISP level connections between the nodes, it's just more difficult to observe and track that than a simple VPN.
See, this is what a gov agent looks like. They try to blend in by talking to the talk, then go on to make their disinformation statements.
VPN's that don't keep logs are very safe.
All VPNs keep logs. It's either the operator keeps logs, or the end up in secret jail with no trial (see what happened to lavabit). It's been that way forever, those operating VPNs are crooks and liars and you would have to be tragically naive to buy a VPN accounting in the hopes that it protects you.
These companies are given gag orders and the operators are thrown into jail right as they are served any form of papers and then quickly hurried into secret federal courtrooms. Nobody is in the VPN business at all for over a decade that keeps confidentially. All VPNs are honey traps.
Us law gives intelligence services an automatoc warrant to your devices for simply using tor or a vpn at all it's called rule 41, passed in December 16. Imo your better off on plain web and just say what you believe. I will pay the price for my wrongthink but I will do so with a clean conscience so to speak.

Tor was compromised by the FBI and SS a long time ago, they started controlling exit nodes 15 years ago.
That's when a lot of big time hackers and carders started getting busted despite using it.
Nothing is safe but you're probably better off with the safest VPN you can find, only using it for things that are legal.
