I mean it is a video interview. This isn't just text or audio. It probably isn't a robot with Julian's face stretched over it hooked up to a voice control module to impersonate him so, ya I'm taking this as proof of life.
Remember Governor Tarkin on the Star Wars prequel: "Rogue One"?
The Disney folks used the state-of-the-art version of this in post production to re-create the long dead Peter Cushing (from Star Wars Ep. 3) to play the part of Tarkin.
Now, for those that didn't notice this before, but you still think there was just /something off/ about that character, be assured that you noticed it was fake but didn't have the context that would've confirmed your suspicions.
We'll all be watching, and I am assured that CIA and other spooks would have to employ WAY too many helpers from outside their team to do this one in a convincing fashion.
