The Global Health Security Index presents the results of an assessment of global health security capabilities in 195 countries prepared by the Johns Hopkins Center for Health Security, the Nuclear Threat Initiative (NTI) and the Economist Intelligence Unit (EIU). It was first published in 2019. It shows that "no country is fully prepared for epidemics or pandemics, and every country has important gaps to address". In 2019, the countries in the category "most prepared" were - in alphabetical order - Australia, Canada, Finland, France, the Netherlands, South Korea, Sweden, Thailand, the United Kingdom and the United States. The United States was ranked first with an index value of 83.5 out of 100. The largest number of countries in the category "least prepared" was in Western and Central Africa.

The development of the index was funded by, among others, the Open Philanthropy Project, the Bill & Melinda Gates Foundation and the Robertson Foundation.

The Nuclear Threat Initiative (NTI) is a nonpartisan, nonprofit organization founded in 2001 by former U.S. Senator Sam Nunn and philanthropist Ted Turner in the United States, which works to prevent catastrophic attacks and accidents with weapons of mass destruction and disruption – nuclear, biological, radiological, chemical, and cybersecurity.

Despite tensions in the region, MECIDS continues to share official health data and conduct infectious disease prevention training.[citation needed] NTI also created and nurtured Connecting Organizations for Disease Surveillance (CORDS), which in 2013 launched as independent NGO that links international disease surveillance networks, supported by the World Health Organization, and the Food and Agriculture Organization of the United Nations.

It is believed that all research, development, and production activities and facilities associated with the Biological Weapons program are under the direct control of the Centre D'Etude et Recherche Scientifique (CERS). On April 14, 2018, the Syrian Observatory for Human Rights reported that a CERS facility in Damascus had been potentially struck during US missile strikes on chemical weapons sites. In June 2017, Moniz became co-chairman and chief executive officer of the Nuclear Threat Initiative, a nonpartisan, nonprofit organization working to prevent catastrophic attacks with weapons of mass destruction and disruption—nuclear, biological, radiological and cyber.[3] He served as the Associate Director for Science in the Office of Science and Technology Policy in the Executive Office of the President of the United States from 1995 to 1997 and was Under Secretary of Energy from 1997 to 2001 during the Clinton Administration.

Moniz is one of the founding members of The Cyprus Institute and has served at Massachusetts Institute of Technology as the Cecil and Ida Green Professor of Physics and Engineering Systems, as the Director of the Energy Initiative, and as the Director of the Laboratory for Energy and the Environment.
