Doctors say there's a rumor that patients have to be admitted to a central hospital before they can be transferred to the Comfort. Only 33 of the 250 beds on the Comfort -- 13% -- are being used, nearly two weeks after the ship arrived.
"I know that we have capacity. I know that we have the capability to help. What the situation on the ground is ... that's not in my lane to make a decision," he said. "Every time that we've been tasked by (Puerto Rico's) medical operation center to respond or bring a patient on, we have responded."

Some crazy stuff going down in Puerto Rico. Recently some Cop took the risk of calling a radio station to complain that she and colleagues weren't being allowed to distribute the aid parcels that were then sitting going to waste, and instead were being forced to stand by and watch people dying. One person posted a vid taken from a PR hotel (which incidentally, has full electricity and wifi, strangely) where personnel sent to assist and support are filmed eating and drinking to their hearts content while outside the hotel people are literally dying on the streets. Also, the explanation I heard on the news is that even if one of our states was to offer the help of their National Guard or to send 100 men and women, Puerto Rico would have to request the help first, only then could we send them. They must be requested first.
