HB2 - AN ACT relating to human trafficking and making an appropriation therefor.
HB2 brings Kentucky's legal definition of human trafficking in line with federal standards.
The bill defines human trafficking as the use of force, fraud, or coercion to obtain some commercial sex act or labor.
- It would close a loophole in the sex offender registry.
Those convicted of trafficking adults for the purpose of commercial sex, including prostitution, will be added to the Sex Offender Registry under language included in HB 2. Currently, only those who take advantage of children in this manner are added to the registry

It changes the law so that human trafficking victim's cooperation shall not disqualify the victim from a claim.

Requires trafficking awareness and hotline information to be posted in all publicly available restrooms in airports, train stations, bus stops, and truck stops.

Establishes a minimum $10,000 fine paid to the human trafficking victims fund for all convictions.

Limits certain legal defenses that may be used in human trafficking cases.
As one of law enforcement’s most effective methods of catching human trafficking offenders is having an officer pose as a minor, [the] proposal also eliminates the defense that the intended victim was not really a minor. This language is based on the intent to knowingly take advantage of a minor.

Kentucky is part of the human trafficking corridor that starts in Fla. and moves throughout the USA.
Atlanta Tennessee Illinois Denver are all part of it.
We’ve just got to start making inroads on stopping the Child end of it for they become the trafficked adults that get arrested later on through no fault unless they get lucky and receive intervention. So morally wrong and sad.
