Jesus fuck, that audio is unintelligible. I even tried loading it up in Audacity and cleaning up the noise, applying a compressor and normalizing. Still completely inaudible shit.

You need to apply noise cancellation from a sample of the audio, then maybe EQ or compression EQ. Normalizing just a fancy volume knob.
