How could this have worked? How do you bore a 8 inch wide tunnel for 600 feet?
How would the transport work? You put the drugs in very skinny bag and attach 600 feet of cable to either end? Tiny remote controlled car?
B\c the cartels hired some serious engineers from somewhere. At one point even NASA was impressed with the engineering capabilities of the SMEs who freelance for the cartels...(includes comms engineers to setting up repeater systems\short wave).
