You legally change your name to a fake name, I assume there is a way to do that secretly somehow and have the court records sealed. DMV would then potentially have your fake name on record with a next of kin, if you file one when you fill out your application. I am not an insider and I've never been in Witness Protection but my ex's step-brother is in it (I recently learned this and found it incredibly disturbing) and has changed his name.
According to George Webb the FBI informant program is much larger than they let on.
I am speculating that that could potentially be an explanation, not saying I know this to be true.

At :58 he says Gritz never knew Moore's last name and that the police called her because she was listed as her next of kin?

What would be the purpose of WitSec if the DMV had your identity? I thought DMV records were public.

With facial recognition, though, all they'd have to do is run your new fake DL against the databases and your cover would be blown.
