I tend to believe that they're either low-level offenders or non-offenders who were drugged, set up and photographed and that they've been presented with the option to bow out quietly before it all breaks open.

That would reduce the impact of the final reveal somewhat in terms of numbers. Also, if the blackmailed non-offenders were still in place at reveal, any justifiable claims of being set up would muddy the waters and provide an opportunity for the guilty ones to pile on, claiming they were set up too.
