That's easily explained by somebody like the CIA leaving a tiny thimble full of those elements to "salt" the dust and debris. The proof of that is people the cancers were and are limited to those there that day and after that to clean up and rescue workers.
If a real nuke had been used no one could work anywhere in lower Manhattan for several years and most likely the entirety of Manhattan Island would be a ghost town just like, DING DING DING DING DING, Chernobyl is today.
Its a fallacy to make assumptions based on very outdated information. Modern tactical nukes and mini nukes are minimal residual radiation types.They mainly use Fusion with only a small Fission primary. The main nuke was a FUSION reactor core that just fell down through the buildings vaporizing them, that would be totally clean aside from the Tritium. The Barium and Strontium were at 3000ppm at 500ktons per building do the maths its a hell of a lot , not a "thimble full" :)
