I think it should include all boys. If boys are coerced into giving in at an age when they are not experienced or naive, it is abuse. Especially when the abuser threatens them. We should get numbers on the ages of the boys, but no matter the age of the boy the abuser is always a pedophile.

If "pedophilia" is about all boys under 18 years of age, then that figure could actually be accurate.
If we are strictly speaking of prepubescent boys, then that figure is going to be far lower.
