Knowing what we know now, this is no longer a reasonable excuse. They absolutely have tracking abilities on the dark web, and further, they wouldn't need too -- they have your computer back doored a half dozen different ways through your CPU, through the router you use, etc.

The article says the FBI had 215,000 registered users. So why don't we have 215,000 pedophiles in jail, or at least indicted?

Probably many anonymous users. People don't use the dark web and then register with their real names and addresses.
