Knowing what we know now, this is no longer a reasonable excuse. They absolutely have tracking abilities on the dark web, and further, they wouldn't need too -- they have your computer back doored a half dozen different ways through your CPU, through the router you use, etc.

I remember many years ago people getting letters through their doors telling them to stop downloading music and films or the internet would be stopped. I remember back then being gobsmacked the effort being put into help the media yet child porn was and still is rife. The Vault 7 proves the CIA have the capabilities of doing so, yet don't. Because the CIA is the epicentre of this. As are the Saudis.
