Back in the day magistrates were appointed to Italian cities. The idea was to provide an independent arbitrator should a dispute arise amongst the higher ups of the cities. I researched this months ago so its foggy, but as far as i remember the US podestas are a bloodline from these city rulers. You can imagine that blackmail & under the table favours were as useful then as they are now.
