So you are saying to not report it or where do you suggest to report CP when it is occurring in a foreign country like Czech or Switzerland? Interpol does operate like a "bulletin board" for detectives in that when you report they will forward it to the local authorities of that country that they affiliate with, but they have their own agents, task forces and investigations too.
If the site and person is a US citizen, you have a lot more options.
The most common method of detaining US perpetrators in foreign countries is revoking their passport. The US Embassy revoke the passport then contact the local authorities and they detain the person for visa violations. The perp needs to have a warrant out for their arrest, though.
I'm not saying don't report it, I'm saying Interpol can't help. Make a report at the local police, it is up to them to investigate or not.

I have open line of communication with 2 people who responded to my report to them. I will ask them if what you say is valid and if they prefer we report to locals. I'm not comfortable only reporting to local authorities.
Are there any CPU (Child Protection Units) or NGOs that you trust? They have experience with these matters and will have contacts at the local level who can start tailing the alleged perp.

After learning what I have here, no I don't trust any NGO. They are most likely a bulk of the perpetrators/enablers abroad. I haven't heard of a CPU.

Until I get convinced otherwise, I think the best course of action is to report to FBI and Interpol and like you say a local authority if you can find one, but it is not so easy to find those channels in other countries. I don't know where the site is hosted from in the country and since Interpol works with local authorities, I figure that will give it the best visibility.
