I and others have run ELA on the second photo, and it does not appear to be photoshopped. It may be, but it would be a very good photoshop if that were the case. Furthermore, there is evidence that this photo has existed on Tumblr since at least 2012, long before the pizzagate allegations came out. I don't think that can easily be spoofed. However, the fact that this photo has existed since 2012 and appears to show an older girl reduces the likelihood that the photos are of the same girl.
