I maintain that there are a lot of physically and mentally handicapped children that are likely trafficked, which makes the entire thing even more horrifying.
Most of the children in Haiti who are in orphanages are placed there by their families who are impoverished but it's with the understanding that it's a temporary matter and the parents do not relinquish their parental rights. As far as so many children in adoption agencies in the states that have physical and mental disabilities it's because more than 80% of these children in the system are removed unjustly as there is no abuse. States receive more money from the Fed if a child has medical complexities. A child without complexities will average 85k reimbursement whereas a child with complexities can return over 100k in subsidies and is the reason those children are heavily targeted for removal.
