Wasn't that in part due to "parents" sending their kids back or abandoning them after they acted out due to trauma and abuse caused by being ploped in a completely foreign place? There was a high profile case that was on Dr Phil with the "hot sauce mom". She had her 13 year old daughter videotape her while she forced the little boy to stand in the shower, then drink hot sauce and hold it in his mouth while she screamed at him.
