http://imgur.com/a/NGXd3 It looks like a butt next to a crescent moon inside a circle, or some kind of dog, or demon dog, with a butt head?? I did a google image search but no results. This has to be some kind of weird creepy inside joke or sex joke or symbol because nobody just gets tattoos for no reason.

No. You must have seen a few babies' penises in your life and they're very very small. It looks like a reasonably average circumcised penis in non-erect condition to me.
