The image of the case dismissal states he is to be immediately arrested by federal investigators and the case resumed by them, so this is just the D.C. investigation being handed over. See where it says: "a federal arrest warrant has been filed..."

I reported a little over a week ago that he pled not guilty to all charges, however, despite ongoing plea deals.
