There was a case in oregon where they were using labor laws to prosecute child trafficking, and the article talked about how allowing the minors (mentioning California's new law) to be treated as victims instead of criminals prevented conflict of interests in the legal aspects of trial etc. Just because they are not allowed to arrest the kid, doesn't mean that the kid is not allowed to report a crime. It is definitely a good thing - no doubt about that. LA is safer now.
I wish they'd be more specific and inform us of where these children came from. Were their parents the ones arrested? Were the majority of the children elementary aged, middle school, junior high or highschool. If highschool aged, were they trafficked off the streets?
