Alright, I'm going to make this as brief as possible, because I think I understand the content of the Ricky McCormick notes. First: a little background:
Ricky McCormick was essentially a nobody. He was poor, lived in the projects, and did not own any form of transportation. He was found over ten miles away from his residence at the time with two notes on his body. The FBI waited 10 years before mentioning the notes to anybody to appeal to the general public to see if anyone could decipher them. To date, nobody has. Ricky McCormick fathered four children all with underage women, and served 11 months of a 3 year sentence for it. Light time, right? He may have made a deal with the FBI to entrap other predators. Here is why I believe this: Five days before he was found dead in a rural park, he went to Forest Park Hospital, formerly Deaconess Hospital, which was run at the time by Tenet Healthcare. (As an aside, "Tenet" is written in one of the NOTES. Haven't dug much into Tenet). I believe the notes Ricky had on him were web addresses, or other data, using an Xor cipher. It has been speculated that at the end of the notes "XorlX is Ricky's signature, but I believe it to be the key. I believe Ricky did write the notes, but that he was copying them down from some file or files.

Have you checked Reddit yet? There's a thread on there where someone appears to have partially solved the cipher. There are keywords that jive with your suspicions. It's not fully cracked. I bet the undeciphered portions are names of people and specific places that perhaps are double encrypted or encrypted with a different key. I wish I was smarter. The thread can be accessed by googling for the name and it pops up on first page of results.
