Within Homeland Security or fill in the blank letter agency, you're going to have some monsters doing the bidding of bad peolpe, and you're going to have some good guys that know right from wrong.
It comes from the top down, and hopefully Trump and the military intel know there's something there. The guys getting paychecks at Homeland Security will now have someone new to answer to, as Obama is playing golf in Hawaii.

All it takes is the right leadership, and it can happen.
Remove the Bush/Clinton/Obama friends, and appoint people interested in law and order to key leadership positions and anything is possible.
