He is figuratively pulling his pants down and waving it in the faces of those he knows are guilty and they can't do jackshit about it. Not without admitting what they engage in on a day-to-day basis one way or another. He will keep going at it with those extremely thinly veiled references until he's in a position to do something without the threat of reprisal.

Agreed. The best was his speech at the Al Smith Dinner:

“Everyone knows, of course, Hillary’s belief that, 'It takes a village,' which only makes sense, after all, in places like Haiti, where she’s taken a number of them."

The full phrase "It takes a village"....is: "it takes a village to raise a child". He left out "to raise a child", and I don't think he was talking about her taking villages....
