Note that Chappell Road in the pic is currently 36th Street
You can find the map I screenshotted here:

You can find & track all these small branches coming from Broad Branch. These have been turned into drainage/sewage when the land got developed. High probabability you can walk from CPP to Tenleytown Metro station during the day without seeing daylight once.

Great! We're getting there.
Tunnels are necessary for this operation to work. This covert group would need them and they've been crucial in other insidious kinds of murder/kidnapping rings...if that's what this is.

Tunnels are absolutely not necessary for this operation to work. Just how do you come to that conclusion?

Existing tunnels are even more ridiculous as 'evidence'.
'Mr. Alefantis, did you know there were tunnels under your establishment that were built in the 19th Century?.' 'No, I did not.' 'Mr. Alefantis, did you ever use the tunnels under your establishment?' 'I didn't know they were there so I could not have used them.'
'No more questions, your Honor.'

Whats more ridiculous is that you think Alefantis will ever see the inside of a courtroom...no amount of evidence will ever bring this to trial...ever....

I would agree with you if Volkswagen hadn't ended up in the news...
