It may not be 100% clear from how the rule is written, but all posts need to have titles that describe the content. Discussion posts are just link posts that also include discussion/explanation, as they must include sources (links) as well.

So of course at bare minimum the title of any post needs to describe the content. The reason rule 3 is written that way is that it's saying sometimes an additional burden is required (i.e. posting as discussion post and summarizing content).
