I think the blue house next to it is the one owned by JA there was a previous post showing views of playground from top floor. I think Peagasus Museum (5* review by JA) is behind the blue house. Hopefully original OP will re post.
I don't think this is an uncommon thing for young children's rooms, especially if the windows are closer to the floor than normal. The bug netting won't stop a child from falling but these bars will. Since there's just one I want to say that's what this is.
Definitely not to prevent robbery though, it is 2nd floor and installed from the outside.
The common thing would be a "safety gate" on the inside. I've never seen a parent install steel bars on the outside of the window for children. Do you think they can break through the glass?
I think someone mentioned here earlier that it wasn't the barred window house but the one next to it. Would have to see the house numbers again to be sure.

It's not that white house that's the kill room. The PEGASUS museum is located behind the blue house.

It's not the Pegasus Museum - which is behind this row of houses. See this video: https://youtu.be/DnT9QzmMAe4 and this Voat thread: https://voat.co/v/pizzagate/1539070

No i don't think they can break glass but as I mentioned they could easily break an insect netting

Those bars are not to stop people getting in !

not likely. 2nd floor window with no balcony. A bit strange for sure.

Why is only one Second Story window barred? Doesn't make sense to me

Either way, you can see in the pic that it's the house with the "KIDS 616" inscription below it's fence
