Adding a little technical insight into this.

One of the emails you mentioned:

https://search.wikileaks.org/gifiles/emailid/1628544 Contains a lot of : =C2=A0

A google search for that string

https://www.google.com/search?q=%3DC2%3DA0&oq=%3DC2%3DA0&aqs=chrome..69i57j0l5.317j0j4&sourceid=chrome&ie=UTF-8

turns up a stackoverflow post

http://stackoverflow.com/questions/2774471/what-is-c2-a0-in-mime-encoded-quoted-printable-text

that explains:

"=C2=A0" represents the bytes C2 A0. However, since this is UTF-8, it translates to 00A0, which is the Unicode for non-breaking space.
